A number of Bills to scrap the age limit of various government officials are set to be tabled on the floor of Parliament on Thursday afternoon.
details of the amendment bills that are being kept secret perhaps for the country to only hear about when the mover (still unknown) presents them to the national assembly today.
Among the proposed changes in the Constitution are pushing the age limit of Supreme Judges from 70 to 75 years, altering the appointment of Attorney General and to also serve for 7 years but not the current 5 years.
The appointment of Attorney General is going to be different from that of other cabinet ministers that their term last for 5 years.
Meanwhile the current two terms restriction the Electoral Commission Chairperson is also going to be removed and left open so long as the holder is still capable.

As long as power is concentrated in the hands of the few, the institutions will serve those few, says opposition leader Kizza Besigye.
Besigye was last week appearing on Radio One FM 90 and Radio Two (Akaboozi) to tackle the question of police brutality.
Besigye said he actually sympathises a lot with police officers who he termed as “humble Ugandans in uniform”, noting that some of them get into the police to do a decent work.
“My optimism and expectation of a promising future is based on changing the power structures. The citizens are gaining more and more power and once the power balance tilts and the people gain power then leaders.”
Ailing economy
Asked what he thought ails the Ugandan economy; Besigye cited regime policies which are all about how to survive.
“That is regime survival. For example, we are endowed in agriculture but we invest more into the Presidency yet Agriculture sustains over 80% of the population.”
He said in Kabale, there were 12 mambas that drove from Kampala to show force yet in Kabalae there is no fire brigade, in hospitals there are no ambulances, “if there is one it does not have fuel”.
He said the current crisis in the economy was accelerated in 2011, observing that tonnes of cash was taken from Bank of Uganda hence the 30% inflation meaning that anyone with money in the pocket was robbed. Interest rates were hiked there by crippling the economy. Before that was cured, 2016 came in. Then they started firefighting including taking money from the client companies, he added.
“The resolution that caught my attention from Kyankwanzi was that of land. Under the constitution Government can acquire land for public use. However for such to happen the owner has to be paid. This is equitable.”
He added: “Now they do not want to pay before they use the land. In many places, people are crying, they have not been paid. There are people crying in Mbarara who have not been paid for land. Bad policies are like a bad fire. I do think that it is not limited to public use.”
Besigye alleged that President Yoweri Museveni might also want to take land from one private owner to an investor.
“They can say that you are not using the land and they give it to another.”
Huge government
Besigye urged the need to reduce the cost of Government to subsidise the government saying downsizing cannot be only to civil servants.
“The medical service is understaffed. In Nakawuka, Mr. Museveni he chased medical workers and the place is closed.”
He said the biggest abuse is in political appointments. “We have said that Parliament cannot be more than 150 people and RDCs will do. Kampala district is loaded with useless leaders.”
Lawlessness
“I take offence when someone says I am lawless,” Besigye pointed out, adding that the lawless person is the person arresting him.
He vowed to take Government to court for these actions noting that what happened in Makindye was one of the lowest moments that the country will experience.
“The state attacked the state. Kale Kayihura [police chief] is an ordinary citizen. He must answer the dictates of the law like everyone. When charged, he must be arrested whether in a range rover or helicopter.”
“Unless we change the law and say that if someone has done miracles he must not be charged. The private prosecution shows the public prosecutor is seating on his laurels. We have heard Mr. Kayihura say that he ordered the canning. Ordinarily, Kayihura should have been asked to step down by the DPP.”
Besigye said while murder is a capital offence, former Central Police Station DPC Aeron Baguma is still out there.
“I am sure that Mr. Museveni knows what he is doing. He does all deliberately. It is all focused on regime survival. He has no political response to teachers as he has no money to carry over to the teachers yet he has to keep the political survival.”
He said there are people earning Shs50m in this country and they also draw more as per diem and other allowance.
“Impunity is the biggest challenge of our times. The source of power is the rule of the gun. The ballot is another Katemba. The Naguru house was the high command of the rigging of the election. Nowadays there is no way that they can feel safe.”
Besigye clarified that the reasons why the African leaders do not like the International Criminal Court [ICC] is because they know it is there to address impunity.
“They know their actions will send them there.”
He said on top of the 80% youth unemployment, the other problem with Uganda is injustice

The NRM Government has wired UGX 130,000,000 (130Millions) to each MP to buy personal cars! I am waiting to see the so-called patriotic FDC MPs like Ibrahim Ssemuju Nganda reject this tax payers’ money or we boycott them like the ‘Tubonga nawe’ artistes who he said received tax payers money! Why should a sane opposition MP accept 130M from tax payers to buy a personal car when we have over 400 cancer patients on death-bed! Why can’t they practice what they preach? How different are they from NRM counterparts they have been opposing? Or when it comes to issues of personal enrichment there is no opposition? (NB: I look forward to a civilised debate of this and will return abuses in the same measure)

Former Ethics and Integrity minister, Hon. Miria Matembe, has described as impunity, a decision by the inspector general of police Kale Kayihura to defy courts of law and parliament.
“IGP Kale Kayihura has defied Parliament, the court… Impunity. Who is Kayihura that he defies the law?” Matembe asked while appearing on NBS TV’s political programme “NBSFrontline”.
Charles Odongtho hosts the new political show every Thursday night.
Matembe quickly attacked the Justice and Constitutional Affairs minister Hon Kahinda Otafiire who was also present on the show.
“Hon Otafiire is the minister of justice but injustice is going on. This kind of priority should be his priority.”
Matembe said these so-called crime preventers are now “crime performers”.
“Those goons at Makindye court were organised. If teargas had been used in defense of Makindye court, that would have been justified but police just protected rioters.”
She said some of the goons at Makindye court were wearing NRM t-shirts showing the level of lawlessness in this country.
“The public is lucky to have media that showed us IGP Kale Kayihura saying nini… nini… I support the beating nini..”
According to Matembe, women have applied to hold peaceful demonstration and were turned down wondering how those outside Parliament were allowed?
“Twala eri. SHUT UP! Mstteww!” she turned to government spokesperson Ofwono Opondo citing a police letter allowing Makindye court demonstration.
Opondo had said police allowed request by “concerned citizens” to protest at Makindye court in thousands.
Democratic Party President Norbert Mao, on the other hand, said Kayihura’s day of reckoning will come.
“One day. He is in a very tight corner right now.”
Mao asked Otafiire to advise Mr Kayihura saying his actions are making his ministry look bad.
“Rule of law is being undermined.”

Warrant Of Arrest Issued For Aaron Baguma
A court in the Ugandan capital, Kampala has issued a warrant of arrest for Aaron Baguma, the former Kampala Central Divisional Police Commander.
Jameson Kalemani, the Buganda Road Chief Magistrate issued the arrest warrant on Thursday morning following after of Baguma failed to show up before court where he is wanted for murder, kidnap and aggravated robbery.
This followed a revelation by Jonathan Muwanganya, the Buganda Road Resident State Attorney that Baguma’s whereabouts are unknown. Muwanganya told court that police informed them that they have failed to trace for Baguma, saying he was last at his last known at Kampala Central Police Station where he was transferred from a month ago.
As a result, Kalemani issued an arrest warrant for Baguma. He asked any police officer who cites Baguma to pick him up and arraign him before court on September 1. The charges against Baguma stem from his role in the alleged kidnap and subsequent murder of city business woman Betty Katushabe.
Katushabe died on October 21 last year after allegedly being tortured by Muhammad Ssebuwufu, the proprietor of Pine Car bond and his bouncers for alleged failure to clear a debt of Shillings 9 million for the purchase of a vehicle from the bond. The bouncers are Stephen Lwanga, Phillip Mirambo and Godfrey Kayizzi.

Africa with its political parasites. Government has no money to pay the striking University staff but the same government has approved 64 billion to buy cars to over 427 MPs according to the Speaker Rebecca Kadaga.
The Parliament will process a supplementary budget for that. This comes after the Parliamentary commission rejected a proposal by Finance Ministry to finance MPs Car Grant in shifts.
We have money for luxuries but we don’t have money for basic needs!! As long as voters continue to elect these type of MPs, it will take us 5 Generations to bring back Uganda where it was in 1986. If a person cant manage him or herself, why would we tax payers bare the burden, these vampires are focusing on draining our country as ordinary Ugandans are dieing in Poverty.
What value do we get from these MPs. To me, if we are to give MPs cars, a used RAV 4 is enough for them, if one wants a state of the art car, let him or her buy it for themselves. Surprisingly even the Commissioners of Parliament who use the official cars that belong the Parliament will also be given 150M. Even UPDF representatives (Generals) who were recently given the state of the art Land Cruisers will also be given 150M. Every UPDF MP who was in the 9th Parliament was using the Official UPDF Land Cruiser, so what happened to the 100M that were given to them?
Even the Speaker and Duty Speaker who officially use Parliament cars on top of having the state of the art Land Cruisers, each has a Mercedes Benz (S500) plus a lead car and a support double cabin and Police officers.
Thats why i don’t call them Honorables!!
SUPERINTENDENT ARON BAGUMA
Aron Baguma Shillingi joined the police as a cadet in 2012. After the two years basic training, he was attached to Kampala’s Central Police Station (CPS). He was soon confirmed as an Assistant Superintendent of Police (ASP) an appointed the Officer Commanding (O.C) of CPS. In April 2015, together with other 120 senior officers he was selected to attend a four months military training at the Army’s Oliver Tambo School of leadership at Kaweweta in Nakaseke in preparation for the rigging of the February 2016 general elections. Upon return from that course, he resumed his role as O.C CPS. In September 2015 he was elevated to the position of Commander of the Kampala Central District. In November 2015, he was indicted by the Director of Public Prosecution (DPP) for murder but Museveni shielded him from criminal proceedings. Instead in February 2016 Museveni promoted him from the rank of ASP to Superintendent of Police (SP). Until late last month when he was selected to attend a senior Staff and Command course, he had excelled in brutalizing the predominantly opposition leaning residents of Kampala city central business district.KIDNAP WITH INTENT TO MURDER
On October 21, 2015 SP Baguma contracted by a businessman to help him recover his debt, deployed three junior police officers and a crime Preventer/informer Paul Tibisangika to kidnap Betty Latusabe who owned 9M shillings to the said businessman. She was kidnapped from around Kiseka Market in Kampala from where she was driven to her home in Bwebajja on Entebbe Road for a search. They booked at Bwebajja Police Post before proceeding to her home. From there she was brought straight to Pine Car Bond on Lumumba Avenue and handed over to its proprietor, Muhamad Ssebuwufu. Betty Katusabe owned Ssebuwufu 9M that had been the balance of the balance from sale of a car. Ssebuwufu embarked on assaulting Katusabe as he demanded for his money. The three police officers who had arrested Katusabe were leaving, Ssebuwufu told them that he would handle the matter. Ssebuwufu then embarked on assaulting Katusabe with a machete and sticks on the thighs and the back while being assisted by his workers and Paul Tibisangika. He kept telling his victim that if she does not pay his money, she would be killed.BAGUMA’S ROLE IN THE MURDER
At around 3.00 p.m on the same day, SP Baguma in the company of other police officers went to Pine Car Bond and found Katusabe being tortured in Ssebuwufu’s office. Baguma asked Katusabe to pay Ssebuwufu’s 9M. After holding a brief discussion with Ssebuwufu, Baguma was set to leave when he told Ssebuwufu to handle the issue of Katusabe and that if he fails he should call him. As Baguma was leaving the office, Katusabe pleaded with him not to heave her behind because Ssebuwufu and group were determined to kill her but Baguma simply ignored her and left the office. Ssebuwufu accompanied him to his car where he was seen handing him money. The torture continued until at 7.00 p.m when Katusabe went into comma and Ssebuwufu called Baguma who sent a Police car to take he to CPS which is a few meters away. However, before she could be ushered into the main entrance of CPS, she died at the door steps and the police took the body to Mulago Hospital mortuary. According to the postmortem report, the 42 years old Banker had died due to multiple blunt force trauma. She was buried at Karambi, in Kasese District.CRIMINAL INVESTIGATIONS AND BRIBERY
The principal suspect, Ssebuwufu was arrested on murder charges vide CRB/1471/2015 – MURDER. The case was being handled under the supervision of the O.C CID at CPS, J.B Ajugo who was also reporting to the KMP CIID, Rebeca Namugenyi. However, upon payment of 100M shillings to the same police officers by Ssebuwufu, he was released. The CIID officers had plotted to make the murder of Katusabe look like it has been a mob justice by unknown people. When the Inspector General of Police (IGP), Gen. Kalekyezi learned that the family of the deceased with assistance of big shots like former Defence Minister Kiyonga, he moved very fast to save Baguma by tasking him to prepare a report on the incident. It was on this report that Kalekyezi sought to exonerate Baguma as Whistle Blower just in the same way Museveni exonerated Gender Ministry permanent Secretary Pius Bigirimana from the multi billion financial scum. He suspended the KMP CIID, Rebeca Namugenyi and assigned his Deputy Director CIID, Godfrey Musana to take over the case. Musana worked with the then KMP Commander, Abas Byakagaba and the Flying Squad to rearrest of Ssebuwufu and his workers.SP BAGUMA SHIELDED FROM PROSECUTION
In mid December 2015, the Resident State Attorney (RSA) of Buganda sanctioned Murder charges against Ssebuwufu and others and they were remanded to prison. The DPP directed the RSA to have Baguma and other police officers to be arrested and charged together with Ssebuwufu and others. His decision was premised on the statement on record that had been recorded in November 2015 by one of the accused, Tibasingika Paulo who had been part of the arresting party. However, the police top leadership could not afford hearing any of such crap. In November, 2015, Kalekyezi instructed his D/Director CIID to carry out a joint inquiry together with the Police Professional Standard Unit (PSU) into the alleged involvement of Baguma in the murder. The Police Spokesperson, Fred Enanga told a press conference “…..the IGP argues that Baguma was the whistle blower against the mismanagement of the same case by SSP Rebeca Namugenyi. The DPC CPS, Baguma was framed and the IGP wants the evidence disregarded and fresh investigations to be conducted. The order of the DPP was wrong and based on rumors and intrigue involving police officers at CPS. It was Baguma who called the IGP and informed him that various officers were trying to kill investigations into the murder of Katusabe. Baguma never recorded a statement, how can you charge someone whose story you have never heard.”The family of the deceased through their Lawyers wrote a letter to the DPP requesting him to ensure that DPC Baguma and other police officers are charged. In early January 2016, the DPP directed the RSA Byganda Road to charge Baguma with murder jointly with Ssebuwufu and others. He further directed that they should also be charged with kidnap with intent to murder in alternative. An Alternative Charge is a charge that is set aside as the likely alternative in case the main charge fails. The RSA is a staff off the DPP who is attached to Buganda Road Court with among other roles to oversee the criminal investigations, advise on investigations and sanction criminal charges by signing charge sheets. But still the police could not afford to have any of such scrap but instead museveni promoted Baguma to the rank of Superintendent of Police (SP). In early February 2016, the DPP told the media that SP Baguma was not above the law and that he would be produced in court and charged with murder of Katusabe. He added that the delay had been due to new information implicating about five more police officers from CPS in the same murder. He said “….we have received vital clues from people who had previously feared to reveal vital clues from people who had previously feared to reveal vital information. The same information implicates about five more officers who were present at CPS.”
DPP UNRELENTING
There was a lull in the matter during the pre-election and post election period when the police and Baguma in particular were busy rigging and defending the rigged elections respectively. However, the IGP through his D/DCIID, Godfrey Musana busy attempting to intimidate and blackmail the DPP into dropping the charges against Baguma. In late July 2016, the DPP gave the police a two weeks altumatum to produce Baguma in Court or else he would amend the Charge-sheet and apply for criminal summons from Buganda Road Court against SP Baguma. In his letter, he directed the Director of CIID to sign an amended Charge Sheet that was to include SP Baguma as accused number eight (A8) and return it for sanctioning. Instead, IGP Kalekyezi moved very fast to save SP Baguma by selecting him for attendance of Senior Staff and Command Course. Upon expiry of the two weeks, the DPP addressed a press conference where he disclosed that the RSA of Buganda Road was to amend the Charge Sheet to include SP Baguma and apply to court for Criminal Summons. During the same press conference, the Deputy DPP, Ogwal expressed the frustrations that the DPP was experiencing from the police “…..this is not an isolated case but such happens usually when we summon people we don’t know to be produced in court and it is what we go through each day.” Finally on 12th August 2016, the Resident State Attorney tendered before Buganda Road court an amended charge sheet that included SP Baguma as A8 and in turn court issued Criminal Summons for the police to produce Baguma before it on 18th August 2016. On 15th August, 2016 the Police Spokesperson acknowledged that they had received the Criminal Summons against Baguma “…..we received the Criminal Summons but we are in talks with the DPP to have him produced in court at an appropriate time.” On 16th August, the government through the Minister of Internal Affairs, Gen. Jeje Odong for the first time said that SP Baguma must appear in court. That is the state of criminal justice in Uganda where all people are presumed to be equal before the law!!!! You just need to close your eyes and imagine what went through the soul of the deceased as she pleaded with the crocodile hearted SP Baguma not to leave her behind with the killers. Ancient Banyankole expressed rage by saying “keitwe Abanyarwanda” (be killed by Banyarwanda) in reference to the brutality that was meted on them by victorious Banyarwanda during battle between the two kingdoms.ISSUES
– Who and where are the other police officers who were sent by SP Baguma to arrest the deceased?
– Who and where are the other police officers who were in the company of Baguma at scene of crime?
– How innocent are the CIID officers who took the 100M shs bribe before releasing Ssebufu and mismanaging the case? How much damage was caused by their actions to the investigation?
– How safe is the evidence that is in the custody of the police that is opposed to Baguma’s prosecution?
– Which police investigator will come to court to positively incriminate SP Baguma when Kalekyesi is the IGP?
– How safe are the principal witnesses like Paul Tigisingika, shall we see some of them ‘bumped off’ or being intimidated and blackmailed to turn into hostile witnesses after retracting their statements while others are made to disappear?
– Owing to the vested interest already expressed by the police, why cant the IGG take over the criminal investigation of this case?CONCLUSION
SP Baguma’s rapid rise in rank and selective deployment to the strategic command of the central district of Kampala city was because he is a ‘home boy’. Given his ‘exemplary performance’ in brutalising and suppressing the enemy (political opposition), he is rated highly than Dr. Besigye’s contribution in the bush war that brought Museveni to power. Due to public pressure he may appear in court but as usual once the dust settles, the case will die along the way. Museveni will do anything to save him for fear that successful criminal proceedings against Baguma would demoralize other officers yet the struggle is still on. This matter is still thriving just because the DPP and IGP disagreed but when Museveni intervenes, the position will be harmonized and Baguma will get off the hook. What about the earlier Murder case involving IP Kaweesa where the victim was killed in a police custody so as to destroy evidence?WHO IS KALE KAYIHURA WHO CAN NOT BE ARRESTED AND BE CHARGED IN THE COURT OF LAWS???

A police commander in Tennessee – Nashivville Gen. Karl Durr was forced to leave and later arrested just because he ordered the arrest of 4 children who were under age at Hobgood Elementary school the records shows that under his orders children between 9 and 12 years old were charged with criminal responsibly for allegedely witnessing a fight.
WHAT IS YOUR SAY, SHOULD KAYIHURA BE ARRESTED???ut no matter how great he feel he is, he is not above the law.The law doesn’t know him.he is considered as ordinary person no matter what his rank is.No question, he has to be arrested. Who is he after all? If Idi Amin run away, what about him? Being in the uniform of the general doesn’t qualify him to be a super star.
Unemployment is real and i don’t think it will be overcome politically. Most young Ugandans have been divided along political lines and have kind of lost hope yet it is our duty to create employment. My suggestion is if we can use the social media to mobilise for the formation of investment clubs, unemployment may become extinct. For instance, if 50 young people come together and pool UGX 1 million each, they they can raise 50 million which is enough to start a small manufacturing industry. UIA made a cost benefit analysis of all potential business opportunities in Uganda and results are free on its website. The investment capital requirement ranges from 20 to 100 million ugx. The govt can support such enterprises with subsidised financing, tax holidays, market protection and even grants. I know critics will argue that youth cant raise 1 million each. I don’t believe its true cos i normally see many youth with very expensive electronics worth much more. Assuming 500 such entities are created per year what will happen to unemployment?
Thugs rob Rwomushana’s water tank – Police:
Police are hunting for suspected thugs that robbed a water tank from the home of a political activist, #CharlesRwomushana in Kisasi, Nakawa division.
According to the Kira road Police commander, MichaelKasigire, the thugs accessed Rwomushana’s home at the wee-hours of Sunday.
The case is being investigated by the kisasi police.

IGP Kale Kayihura can only survive for months but since his time has already knocked he should start planning on life outside government, he should start inquiring on prices of fuel, electricity, water bills, airtime etc which I know he has not paid for the last 30 years, otherwise believing that he still has space in NRM government is not only self dilusion but also a false dream!

Ugandas IGP Gen Kale Kaihura is facing tough times, having served NRM for thirty years with loyality to the commander in chief/thief Kayihura’s value seems to have expired and his is soon going become a residue, he has been used & is now soon going to be dumped.Recalling Sejusa’s letter when he was going to exile In 2012 about Muhozi project ,there was a list of government officials who were going to be assassinated because they were opposed to Muhozi project.
On the list was David Sejusa (who joined opposition), Amama Mbabazi (also joined opposition to save his life), Gen Aronda Nyakairima (died mysteriously), and now embattled Kale Kayihura..

When Museveni wants to dump you he first uses you to dobdirty things so that when he dumps you, you don’t attract any sympathy, thats why Sejusa was used to attack Court in Besigye 2006 case, was used to steal Besigyes votes in 2006 & 2011 but months later was humiliated by Musisi who chased him from Basima House, people thought it was a mere evacuation but it was the beginning of the start, the rest that followed you know very well and Sejusa has never had peace with government.

Then Aronda was used, appointed as minister without retiring from army and after every body chacked him, he was eliminated, Mbabazi was a supper minister & very powerful, as minister of security they assigned him phone tapping bill,(interception of communications act 2008), as NRM secretary general he presided over expulsion of rebel MPs and as a prime minister introduced Pubic order management bill..all were unpopular decisions, a year later all the three instruments were used against him & having been demonized when he chose to contest for presidency he only got 1%… That is Museveni, now Kayihura has been used to steal votes, to torture opposition, itroduced kiface, etc and is now a hated Ugandan who has no more value & no more sympathy! His time has come.Some people will think that Kayihura is fighting with us the opposition but not that!!
Kayihura is battling many wars, There is war within NRM, One of the people fighting Kayihura are ministers Frank Tumwebaze, Gen Tumukunde Henry, Idah Nantaba, Ruth Nankabirwa among others, the major architect of internal fights is Maj Gen Muhozi Kainerugaba and they are determined to put him down.I think it only has only happened in Uganda for the Inspector General of Police of country to stage a demonstration in his own country, it means Kayihura knows the heat that he is sitting on.
