Political parties were only permitted to operate at Headquarters. This weakened civil opposition for descent people like Dons of Makerere University couldn’t risk security brutality. As a result,
the NRAs now lead opposition. People like Lukwago are admirable for their confrontation with NRA.
Civil opposition like Dr Semogereres are getting extinct.
People like Hon Wafula and Olaru Otunu were guerrillas against Amin.
Wafula and Chapaa Karuhanga were active NRA syndicates against Obote. These are NRA and FRONASA cousins. They are therefore not civil.
The NRA having seized State institutions rushed to seize the business arms of the state.
These were State corporations.
They captured them under the cover of privatization. The subsequent stage is therefore the manufacture of an NRA middle class. Its an artificial middle class. Its premised on looting the state and therefore cannot be the prima of economic transformation. You never transform the economy on the foundation of crime. This presents a major contradiction because NRA purports to be the shield of democracy and freedom. Democracy goes with free enterprise. The tragedy nevertheless is that those who are looting society dominate both political and military space in society. They are bribing Churches and cultural institutions to legitimize themselves.
They cant permit an election of the masses who are conscious. That’s why you cant freely hold assemblies in the rural areas.Those who loot the peasants cant be content on being guarded by the conscious children of the unconscious exploited peasants. They therefore use their children and close relatives as their immediate guards read detail.. The outer guards are either the un conscious or conscious children of the exploited peasants. The outer ring that is conscious would eventually throw out this artificial criminal class. All the swag is destroyed with them too. Criminal Yoweri Museveni flies presidential jet to China to lure investors. .and there you are with a Chinese investor vending Fanta where Ugandan vendors are prohibited. …The current economic slowdown is exerting several pressures on many businesses in terms of their ability to meet their tax obligations on a timely basis, and yet the legal obligation to pay tax on a timely basis is the same for all businesses.
A few days ago, URA closed among others, Good African Coffee, for non-payment of taxes. This kind of exposure is not good for the reputation of a business, and no taxpayer should allow themselves to get exposed for tax non-compliance especially when it is generally perceived that such a business is “doing well”. URA may be sympathetic to occasional cash flow difficulties caused by exceptional events but they cannot and will not accept an ongoing failure to meet tax commitments and allow a business to continue to trade and accumulate further tax debts. Taxpayers therefore need to take note of the following insights.
The role of URA while administering the tax laws is to ensure, among other things, that tax revenue is assessed and collected in a timely manner, considering that a shortfall in revenue impacts on the level and timeliness of financial resources available to Government. URA therefore expects taxpayers to organise their financial affairs to ensure that they pay their tax debts by the due date.
While taxpayers can and do encounter cash flow problems, these problems must be addressed so that timely tax compliance is assured. Addressing those problems in consultation with URA at the earliest opportunity is essential so as to avoid a situation where the tax debt becomes overwhelming and enforcement by URA becomes inevitable. The bottom line is that early and realistic engagement with URA is necessary when tax compliance problems begin to emerge. If you do not agree that you owe the tax demanded, or you believe it should be a lot less, you should notify URA immediately, and ensure that you do everything possible to pay the agreed tax or reach an agreement with URA about paying the tax by instalments. If you opt for instalment payment, remember that each instalment payment will include interest, and this will entail an additional financial cost for the business. Accordingly it is in the interest of a business or a taxpayer to minimise its exposure to interest by paying as much of the debt up front and any balance over the shortest possible timescale. With such an approach, you maximise the opportunity of arriving at a successful and early resolution of any compliance difficulties in a way that will meet with URA’s approval. Sluggishness in recognising or addressing tax compliance problems merely serves to exacerbate the compliance challenge for taxpayers.
When negotiating with URA, it is really important that a taxpayer understands what precisely is giving rise to the particular difficulties in meeting their tax payment obligations. This will greatly determine the scope for positive action and measures by the business itself to overcome those difficulties and will ultimately dictate the scale of the challenge it faces. Recognising or accurately identifying the specific pressure points will give URA a clearer understanding of key issues relevant to deciding on an agreed approach going forward. The ready availability of such information in discussions with URA will show in a very tangible way the serious commitment of the taxpayer to managing the challenge as a whole, and to dealing with the problem in a transparent and meaningful way.
Enforcement action to recover a tax debt through closure is normally taken by URA where a taxpayer fails to engage them in a satisfactory manner. Where the engagement with URA is sluggish or less than frank and realistic, or where commitments entered into are not fulfilled, URA then has little option but to initiate the necessary collection and enforcement measures needed to address that problem, and trust me, the options are many. URA has at its disposal a range of enforcement powers to effect recovery of a debt. The most frequently used enforcement options are closure and attachment of bank accounts. They will move swiftly to apply the necessary measures to address that lack of engagement or that failure to fulfil the commitments agreed.
URA would be failing in their statutory duty if they simply allowed a business experiencing difficulties in paying its tax debts, to stop paying its taxes and continue trading. Businesses or taxpayers who do not pay their taxes as they fall due, or pay them late, are in effect using URA as an unauthorised source of credit. Apart from non-compliance being unacceptable from the taxman’s perspective, some will argue that in the interest of fairness and equity for businesses that are tax complaint and pay their taxes on time, URA must respond in an effective way. Each case is considered on its merits with a view to selecting the most effective collection, recovery or enforcement strategy to bring a case to compliance in the shortest possible timescale taking account of the individual case merits and features.
In this context, therefore, taxpayers must ensure that their tax position is always reconciled and up to date. Always undertake an early and proactive engagement with URA as soon as you start experiencing payment difficulties. Also consult with a tax professional @taslaf on how best to minimise and manage your tax debts.

I was a little bit scared of the way Gen. Credit goes to TVO for being really spot -on in his updates about the Mao – Kaihura meet in Mbarara! One should not overlook Mao’s recent stingy swipe at the Kabaka, a move well orchestrated to savour relationship between Mengo and DP which has been a darling to the Kingdom all this while.

Now about pohoh friend. Mbidde. Also now reffered to as Ugandan Gorbachev. He is a man whose back – ground is not really known ( don’t be suprised if one of these days he claims to b M7’s son). Guy cruises swanky flashy cars, has no distinct job discription , claims to be a lawyer although his papers have always been held in high dispute but above he claims to be among the bourgeois in this city. He is known to have participated in the Hutu — Tusti war to liberate ” motherland “, a fact he rarely talks about.
Out of the blue, he bounced on Democratic Party political scene when he joined Makerere Un. on a Mature Entry slot. Amidst accus of being a M7 spy he contested for the UYD /DP ticket,something most of us the youth leaders of the branch at the time, strongly opposed(whoever approved his candidature should also be investigated).Winning the Guild Presidency cataputed him into the hirachy of the party leadership and the rest is history. HOWEVER,
Mbidde is known for his go-getter character, he doesn’t stop at anything to achieve his aim even if it means using underhand methods that include using the services of state machBut where did this episode of TVO UNMASKING stop? Nga this one had a EBUGUMU?
The campaign had FDC or KB extremists, psychopathic and radical supporters to be expunged from Uganda’s political space in order to bring Uganda back to political and economic sanity.
It had this air like Kampala’s celebrity Pastor was promising heaven to kiss the earth at Noon.
Let me say one more time. Let’s calm down and get to work to build a country that respects the dignity of each of our citizens.
First we must learn to respect the fact that every citizen matters. Secondly, that every citizen has the ability if nurtured to make their fair share contribution to the betterment of country. Thirdly, that we all have a shared destiny good or bad. Fourthly, we must value our lives and that of others. That is what civilization is all about. Valuing, preserving and protecting life.
While I may not spend a lot of time arguing with people for the sake of being heard, I prefer being understood more. Since 2013, when this allegation was first made, I gave a benefit of doubt to those parading the allegations to demonstrate their methodology and process to the public of how they come to their conclusions. I am certain those who have been bank rolling these projects now realize how gullible they have been for a number of years now. You can’t investigate a “CONCLUSION” for years and you think you are serious. The conclusion comes after an investigation of a suspicion, theory or a hypothesis.
Other than attempts to profile my person and publishing what could be private information there is no FACT in their story that validates their conclusions or opinions for that matter. They publish what is inside their gut and that is it. AND am standing TALL todate.
Everyone is entitled to their own opinion. But no one is entitled to their own FACTS.
I have of course combed through all the “FACTS” presented and held my head in shame.
BTW, one of my Professions is Auditing information systems & you don’t make up conclusions without evidence. The evidence is as credible as the logical process of gathering it. Anyone else armed with the same data used by the initial “investigator” should be able to come up with the same conclusions with little or no variance.
Conclusions premised on gut feeling, opinions, emotions or mood swings of the author, Google Searches over the Internet, gossip and rumor mills will often just fade away like nothing happened.
The question that will remain is what the motivation of all the noise was all about?
Randomly thinking and typing about our customary land before I sleep tonight. Without malice and prejudice to any persons, parties, politics, profits, policies, projects, plans, etc.
As a general practice, land in Acholi since time immemorial is largely customarily owned. The current Land Act introduced optional land registration into what’s called customary land certificate but so far not yet effectively implemented.
For that reason it’s important to note that any individual(s) or institution(s) claiming recent private titled (registered) ownership, right or interest in land in Acholi region is most likely a proper prime suspect of land grabbing thereto.
Suffice to add is the disturbing fact that the population in the region have just returned from encampment of what were called IDP camps. Meaning we’re fully doubtful over who dubiously planned, surveyed and planted mark-stones where, when and why while the land owners were confined.
And straight to the point for that matter, by who, how, when, and why did an entity trading as “Uganda Livestock Industries Limited” get an exclusive private title of ownership to an estate in ‘fee simple’ in land in Acholi region?
Who gave or sold the said gigantic chunk of land, (25,516:607 Hect) to them? Who witnessed or attested to the opening of the boundaries? Has their title been issued according to the law in the registration of Title Act and hence the alleged owners are entitled to quiet title?
This land title in my nose is horribly super stinking and must have been definitely acquired in a fundamentally fraudulent means through upper high handedness. We need to ask questions about it legality without fear or favour.
In conclusion therefore, I do suggest that in public and national interest, the purported land title obtained must be urgently be investigated by all the authorities, challenged in the competent court for immediate cancellation of the land title.
